Don't think so (outside Rogue mentioning it on Discord the other day). Think we're all waiting for the launch atm. I can absolutely help tackle this and other matters once that's out and we're in the post-release phase.

I specks it will have to be.
If need be I will propose a rule change. I know there was a lot of initial discussion around this topic, both pro and con, but many of the concerns with it had to do with balance and consent and I think we have rules to cover that stuff. I'll stand by.

After renewed interest in this and Greek's openness to discuss after launch; I've raised this now within the team to draft a rule change proposal which will be published for community review in due time, it'll take a while because we want greek's input for potential technical implications.

After careful consideration the team has decided to
not go forward with a rule change in regards to border changes/territory transfers.
The following points
in favor of a change have been raised in the internal discussion:
- There are storytelling benefits (availability) if there is the introduction of a system which deals with Empty Nations via Mod Intervention/Temporary Takeovers (without a Controller.)
-> While that may be true, there is nothing necessitating mod intervention. Currently anyone could go there to help Player X with a storyline that would require a nation to be filled.
The following points
against a change have been raised in the internal discussion:
- Additional work for the mod team and bureaucratic hurdles which would be difficult to handle.
- No real need for permanent border changes, everything that would be possible with them can be achieved without the rule change.
- Concerns over what could happen if certain nation slots consolidate too much territory.
-> This includes - on an abstract level - creating different "qualities" of Slots meaning that certain Primaries are worth more than others on an enforced mechanical level.
- Rarely examples of good Roleplay justifying border changes.
Summarily, for the team - in its current constellation - it is not an option to introduce a concept or specific rule proposal to accomodate these ideas.
