The modernization comes as the NVRA continues refining its doctrine around speed and deployability. Politicians throughout New Verham, going as far as Südland, have called out First Minister Water for his comments, accusing him of promoting seperatist sentiment throughout the majority Vanukean regions of the country. 

Water has been a controversial first minister in recent years, surviving scandal after scandal. At the beginning of his term, he was accused of corruption and nepotism, with his nephew Andre Water having been granted lucrative contracts by the Regional Office of Public Construction. The contracts, amounting to nearly 8 million in grants and loans, were supposed to be issued by tender. Instead, the First Minister ordered the ROPUC to grant them "out of hand", preventing the need for a tender. 

Water survived the political storm by pandering to Vanukean nationalist sentiments, gaining him valuable allies within the Legislative Council. A motion of no confidence failed, keeping him in power. Months later, he was accused of encouraging violence by declaring that Panmuans living within the VAR were "not really looking for a peacefull life", suggesting they should move to elsewhere in New Verham. 

His latest comments have caused national politicians to call for his removal, something that the government in Baatrynsentii can do if "national security or integrity is in danger." President Anarba has instead responded by praising Water for his management of the VAR economy, which has seen steady growth under the VUP leader for the first time in its modern history. Anarba also hinted at potentially improving relations with Vanuku, likely as a way to calm down nationalist sentiments and show Vanukeans that the national government listens to their concerns.

Under New Verham’s constitutional system, introduced by Anarba, the president is not directly elected by popular vote. Instead, the Supreme Congress elects the president from among its members, meaning the balance of seats, not the national vote alone,  determines who will lead the executive. As leader of the largest parliamentary bloc, Bukha is now positioned to be elected President when the new Congress convenes, provided he can secure enough support or abstentions to command confidence. Party officials have already confirmed that the Conservatives intend to form a minority government and have been contacting the NOM for support.

The Social Democrats retained influence in industrial centers, while the National Ostlanders remained concentrated in northern constituencies with a Ostlander minority. He signaled that his 82-seat bloc will serve as the principal opposition force, committed to holding the incoming government accountable and advancing its agenda from within the legislature. Critics warn that Anarba might seek to continue his path towards autocracy in the future, viewing his continued involvement in politics as a sign that he is not ready to depart easily. Baatrynsentii - President Jali Bukha has approved the final consultative round on the "Check and Balance Act" proposed by lawmakers of his own Conservative People's Party. The bill seeks to strengthen New Verhamese democracy without the need for lenghty constitutional ammendments that could take years to complete. President Bukha had already indicated that his role would be that of a "transitional president", mainly focussed on strengthening New Verham's democracy. 

Under the new bill, the President's powers are severely curtailed. Specifically his powers of appointment will be limited, with all higher offices requiring a confirmation vote in the Supreme Congress to enter into force. Only when it comes to appointing the Governor of the Reserve Bank, military officials and the members of the National Security Council does the appointment not need to pass through congress. Additionally, the provincial governors will no longer be appointed under the CBA if enacted, instead being directly elected by provincial voters every 4 years. 

Under the current constitution, it is nearly impossible to remove the president once appointed. But, using a emergency mechanism within existing law, the new CBA would make it so that the President will be subject to a motion of no confidence without the need to name a replacement, thus making the President more responsive to congress as he needs to mind his own position. The CBA also enhances the powers of the Supreme Congress in such a way that it can legally require members of the executive to testify under oath and will see the Congressional Committees increase their abilities to scrutinize legislation when it is proposed to congress. 

President Bukha's vision for a stronger democracy came from his time as defense minister under former President Anarba, both still being members of the People's Action Party back then. This morning, being interviewed by a local newspaper, President Bukha responded to criticism from the oppossition that the CBA is meant as a retaliatory measure to undo work from the previous administration,

"I saw first hand how the former administration, led by Anarba himself, eroded our fragile and new democratic institutions and single handidly destroyed a political system for its own personal power. Even now, we are faced with the damage done in previous years. Constitutional revision will take to long and will see us struggle to pass it this term. With the CBA, we will strengthen our democracy and institutions and prepare New Verham for the future." 

Bukha has opted not to fire Anarba appointed officials thus far, promising to only do so if the CBA passes into law. In order for that to happen, he has been in intense negotiations with his closest partners in congress, the National Ostlander Movement, who also managed to approve him as President. If they agree, the CBA is likely to pass into law if none of the 94 KAN representatives vote against.

Parliament debated the government proposed "Check and Balance Act", a law that would use several loopholes within the constitution to further strengthen checks and balances on the executive branch. It would make it easier to remove the president, require confirmation votes on a whole variety of presidentially appointed positions and increase the influence of congressional committees. 

The bill was heavily oppossed by the official oppossition, led by former President Yeke Anarba, who argued that the world was quickly becoming more uncertain and that a strong executive was required to lead New Verham forward. His ADK party accused the Bukha government of "a personal vendetta against the system created by his long time rival, our leader, Anarba." 
Bukha in turn rejected these claims, reffering to several instances of corruption and nepotism in the last few years that warrant more oversight over the executive branch. He further reiterated his promise of a "transitional presidency", pushing ahead with the idea that his main goal this term is to strengthen New Verham's democracy. 

During the last day of the debates, hours before the bill was set to be put to vote, ADK lawmakers attacked their KAN counterparts with sticks and chairs, wounding several. NOM and VPP lawmakers left the chamber in protest, before the brawl was put to an end after several minutes by Congressional Police. In the days preceding the brawl, a ADK lawmaker had tried to fillibuster the bill, but was also removed by the CP after he took a sip of his water which was considered to be an end to his speech by the President of the Supreme Congress. Other ADK lawmakers had managed to stall proceedings by using towels to block handles on doors into the chamber, as well as using chairs and closets to further block entry after congress sought to return following lunch. But all was in vain. After several days of debate, and even without the NOM and VPP lawmakers, a quorum was present, resulting in the passage of the CBA late today. 

President Bukha thanked his party for "the tremendous work to further strengthen our fragile democracy." Anarba called the passage of the CBA "a dark day in New Verham history" and promised his supporters "to continue fighting for the strength and progress of our nation." President Bukha signed the bill into law within the hour, also putting forth nominees for several positions that now require a confirmation vote. As promised, he will not replace all Anarba era officials, instead choosing to only replace high ranking military officials, two High Court justices and a variety of lower administrative officials. It is expected that confirmation hearings and votes will take place within the month.

Baatrynsentii - Despite his successes so far in strengthening the Republic's young democracy, President Jali Bukha has come under fire following his apparant refusal to respond to the Toguz attack that killed two in a lesbian bar in the country of Utaristan. The event shocked the queer community throughout the continent, with calls for reform and pushback apparant throughout Dovani. 

But while his counterparts in nations like Bianjie quickly issued statements and Xsampa sharpened its travel advice for its lgbtq+ citizens, President Bukha remained silent. But that silence isnt without reason. New Verham's society has been a interesting phenomenon. On the one hand, its population has continiously strived for progressive reform, confirmed by the relative succes of the ADK and Yeke Anarba. On the other, its traditionalist sentiment remains influential and a large percentage of its population is relatively carefull when it comes to social reforms. 

Bukha, leader of the Conservative People's Party, stands in the middle of these societal forces as a majority of his own party has so far prevented the passage of bills that advance the rights of marginal communities in New Verham. Still, prominent members of his CPP have called for a open stance towards minorities and other groups still disadvantaged by a blanket of decades of tradition. Most prominently the Governor of the Capital District, a CPP member, joined protestors in a march last tuesday to commemorate the attack on Toguz. 

Bukha himself is known to be a member of the conservative hosian wing of his party, having been conservative socially since his days within the People's Action Party. But his silence on the matter is drawing attention, with prominent progressive activists now calling on the President to take a stance. Sources close to the Presidential Office confirm that the strategy has so far been to "ignore the matter until irrelevant" but that "recent developments" are forcing the president to reconsider. One option is the public condemntation of the attack, but as pressure mounted in the last few weeks it is likely that those pushing for reform will not accept a mere apology. 

Another option is to enact reforms that would improve the standing of all minorities in New Verham, preventing the direct mention or focus of/on the queer community. Whatever the President may decide, his silence is likely not to hold as allies and foes alike move towards a stance of action.
