Relations with Valruzia expanded; Tech sharing and engineering assistance.

Valruzia and Xsampa have always had cordial relations. However, this doesn't mean that relationship were always deep. But, this week, that has changed as the People's Committee of Foreign Affairs has announced the creation of a deal with Valruzia. Less of a proper trade deal, but still a very helpful deal for both parties.
For starters, Xsampa will provide a tech exchange, looking to exchange information and knowledge, which is always helpful. Next, Xsampa will provide engineers to assist Valruzia in its endeavors for military modernizations. Particularly in the fields of aircraft carriers. These engineers will work with Valruzians to ensure compatibility and ensure that Valruzia can complete its military modernizations adequately. Finally, we shall invest into infrastructure efforts and green energy initiatives to promote Valruzian development and energy sovereignty in Valruzia. A proto New Hope Initiative essentially.
So, how does Xsampa benefit? Besides helping our Valruzian comrades (which coincidentally comes at a time where the Communist Party of Valruzia is relevant), Valruzia will provide support for aviation technology in terms of military with their very own VALASTRA. This will surely help the air forces of both countries! Plus, it deepens relations with a Seleyan nation, which is something that is sorely needed. While no proper trade deal has come out of it, it is important to recognize that the Valruzian market is incredibly protectionist, and we must respect that, unlike capitalist vultures.

The Sovereign Sea; Why risk trade westwards when you can pick the East?

It is quite rare that the PCI does opinion pieces, but it seems that our editors have deemed it necessary to do an opinion piece today and spice things up. Today, we'd like to discuss the Sovereign Sea. Particularly, it's rising status. Let's face it, the world runs on trade. There are several major trade regions. The Anantonese Ocean, the Sea of Lost Souls, and arguably the most important, the Migrants Pass (to whatever readers we have in the Triad Republic, you may refer to this pass as Beidels Pass). But, Comrade, do you notice something? Dovani is usually left out. This is where the Sovereign Sea comes in. The S Aurousseau Administration has been putting in some time and effort into making the Sovereign Sea a proper trade zone. Between expanding trade volume to attract traffic, properly reorganizing the People's Committee of Trade Management to handle more traffic and keep the Sovereign Sea safe and secure, and proposing the Sovereign Sea Accords, it's clear that the S Aurousseau Administration wants to make the Sovereign Sea into one of these major trade hubs.
However, the question is, why? Why risk going to Dovani? Why risk dealing with pesky Xsampan regulations? Well, when you look abroad, what do you see? Sure, the Sea of Lost Souls is quiet. But look elsewhere. The Anantonese Ocean just finished the Kerisian War. And the Migrants Pass? Yeudi oil refineries burn. Compare that to the Sovereign Sea, where you don't need to sign endless amounts of paperwork to pass through safely. You don't need to worry about regional instability. More importantly, you can easily trade at reasonable accomodations, and make a profit. So why risk going to where the spotlight shines? Sure, it's more profitable, but with so many eyes on it, so too are there those who wish to exploit and cause chaos. Look at the Free Yeudi State for example. A well meaning, but ultimately extremist nationalist group that has indirectly caused a security deployment in the Migrants Pass. And said deployment just resulted in the destruction of oil refineries in Amudim.
Why risk that, when instead, you can come to the Sovereign Sea, where you can trade fairly, ethically, and more importantly, peacefully. No extremists. No chaos. Just prosperity, good trade and shared prosperity. And is there no better price to pay for prosperity, than knowing you're trading without exploitation or blood? So, to all our foreign readers, ask your government. Why not check out the Sovereign Sea for trade? Your trade is your sovereignty, after all. No endless paperwork to get safe passage unlike other trade hubs. No chaotic wars. No burning buildings. No extremism.

PAX passes the Sovereign Sea Accords; Xsampa to remain sole member until others join, if at all.

In what some would call inevitable, PAX in its last session before elections in February has passed the Sovereign Sea Accords. With Alter-Globalism bringing about more trade to the Sovereign Sea, and ongoing crises abroad, it seems that the need for a proper organization slash treaty to proper manage trade in the Sovereign Sea, safeguard it and share said prosperity with other Sovereign Sea States has become more apparent. That is where the Sovereign Sea Accords comes into play.
So, what does the Sovereign Sea Accords do? Well, for starters, it looks to establish a framework for all Sovereign Sea states to share the prosperity that comes from trade in the Sovereign Sea. Whether it be ensuring that trade in the Sovereign Sea is fair and ethical, ensuring transparency and accountability in the Sovereign Sea, ensuring security against piracy or smuggling in the Sovereign Sea and all the like. The proper treaty itself, which can be viewed here, is more thorough in what it does, and the goals.
However, as it stands, Xsampa is the only member of the SSA. An invitation has been sent to other states in the Sovereign Sea, particularly Bianjie, but it remains up in the air on if Bianjie or other nations will even join the SSA. While the S Aurousseau Administration is optimistic, it's no secret that, at least in Bianjie, there are considerable concerns. Whatever the case, let us hope that the Sovereign Sea Accords is the start of something new for the Sovereign Sea, and the start of an era of prosperity!

Urban Renewal Act passes PAX; Housing reforms to an aging system.

With the S Aurousseau Administration securing a comfortable re-election in February, Sherab Aurousseau has looked to continue reforms, this time shifting focus away from the economy and trade (which defined her first term, and still will be a focus), towards domestic issues. Particularly in fighting the Tsokling Deficit (something she made progress on with the Taxation Reform Act of 5680), housing reforms, and the like. While fighting the deficit is a bit of a more grand project and one that will likely take a handful of decades (unless we resort to inhumane bourgeois austerity), housing reform is something more tangible. To that end, PAX has passed the Urban Renewal Act, looking to reform how housing works in Xsampa. While it is incredibly generous, and we make sure no one is without a roof over their heads, the system is rather old, bloated and aging. A crisis in the making.
So what does the Urban Renewal Act (of 5685) do? For starters, the URA looks to reform how housing is built. Giving construction Co-operatives and Social Enterprises more liberty to determine what materials they use to build, partners and designs. Of course, they'll still be subject to regulations, as expected, but still. Furthermore, a reform to housing councils. Instead of having Local Committee's handle it, Housing Committee's will be created, and responsible for reinvesting surplus rent and such into modernizations, upgrades or beautification projects. Pilot programs will also begin on cooperation with foreign construction firms for technology transfers.
But the URA also does more, Comrade! The URA has introduced the concept of bringing Market Socialism properly to housing. First things first to those who didn't have the time to see what the URA PAX Debates consisted of, no. This doesn't mean that housing will leave state control. Instead, it'll be flexible. A national housing exchange. Circumstances change rapidly, and as beloved as our bureaucracy is, sometimes it can be slow. Especially in housing. The National Housing Exchange would solve that, or at least punch a hole in the problem. So what does it do? Well, it'll create a regulated socialist marketplace, where Xsampans can trade, sublease, or exchange housing units to one another. Of course, since all housing is state owned, firm price caps will be installed. The goal of this is to ensure that people can move and upgrade their housing without waiting a ridiculous amount of time, and ensure that the benefits of state housing are still kept. Families will be able to exchange housing units once the children move out, students can rent out units, and Housing Committee's will ensure transparency and ensuring that all units are listed adequately.
These reforms will certainly be important to ensuring adequate housing reform for Xsampa, especially as growth improves from Alter-Globalism. Economic growth usually invites growth for communities.

Socialist Fiscal Act of 5686 passes PAX; Waging war against the deficit.

The Tsokling Deficit has been a major issues in Xsampan politics for a very long time now. Between the Fortier Administration in the 5650s to today, the Tsokling Deficit has been a looming issue in Xsampan politics. While the 50s saw the Big Beautiful Plan occur and saw efforts at out producing the debt, it was ultimately a bandaid solution. And in 5681, the Taxation Reform Act was passed, which was a more bigger reform, but ultimately still just a minor move. It did provide relief against the deficit, but it's widely agreed that fighting the deficit is more of a multi generational thing.
So, let's look back a little. What is causing the deficit? Simply put, it's the Tsokling System, or rather, specially, the Minimum Basic Income aspect. It's done wonders for equality, but it is incredibly expensive. Even with reforms we saw earlier in the decade, the MBI remained the most expensive portion of the Tsokling. Combine that with welfare obligations rising faster than anticipated, and some bureaucratic bloat, and it's clear that the Tsokling Deficit seems like an insurmountable tsunami. This is where the Socialist Fiscal Act of 5686 comes into play. Passes by PAX with the CPX-SLP Coalition, the SFA is looking to take a strike at the deficit again.
So what does the SFA do? Well, for starters, let's cut to the basic, but boring tax reforms. Eco Taxation was something that was moderately introduced in the Taxation Reform Act of 5681, but it's clear that it isn't enough. So new taxation methods are needed. This is where taxes will be increased more on high carbon industries, waste production, and of course, environmentally damaging exports. Next, this actually is taking advantage of the recently signed Sovereign Sea Accords. With the Sovereign Sea becoming a trade hub, there is a profit to be made. As such, revenue obtained from the Sovereign Sea will be directed towards contacting the deficit before general usage. The final tax reform, is expanding progressive taxation. A luxury consumption tax will be introduced on expensive goods and imported luxury goods. Furthermore, a property speculation tax to ensure the National Housing Exchange doesn't become pseudo capitalist, and finally, inheritance tax.
Beyond taxation, the SFA also looks to focus on expenditure modernizations, grabbing inspiration from the 50s with the idea of out producing the debt (whilst combining that with modern ideas). Any local budget surpluses, whether it be Local Committee's, Worker Co-operatives, Regional Committee's, or Housing Committee's will now be expected to reinvest their surplus profits into local communities to ensure money is circulating and not stagnant.
As for striking at the beast that is bureaucracy, the solution is simple. Reform, not destroy. Unlike western bourgeois democracies that tear down entire systems in the name of efficiency, we will tackle corruption and inefficiency surgically. As such, for all state purchases, a national procurement registry will be created to ensure transparency. Furthermore, for government contracts, the SFA will ensure bidding between Worker Co-operatives and Social Enterprises for contracts.
Finally, the Committee of Deficit Reduction will now be more actively involved, publishing quarterly public reports on the status of the deficit, and hold People's Committee's accountable, on the grounds of spending ineffectively, rather than just spending too much. The goal is to ensure that the deficit is treated as it should be. Similar to the last War on Ignorance and War on Poverty. A socialist effort that cannot end.
While again, cutting the deficit will take much more time than this administration has, the SFA is another punch back at the fight that is the Tsokling Deficit.

It's no secret that Xsampa shares positive nations with many monarchist country's. Between monarchies in Artania, Keris, or Majatra, Xsampa maintains cordial and friendly ties with them all, regularly engaging in trade. However, one monarchy that has a rather complex relationship, is the Seleyan monarchy that is, Kalistan. While Kalistan is an, admittedly, anti-communist state and by all logic should not be a friend, the actions of Kalistan in the past have proven otherwise, with support during the Bargas Chenpo and shared solidarity. This was exemplified when Kalistan would become a buyer of Xsampan gems. However, this came to an end in the late 70s due to the disaster that was the Mearvi-Shar Conference, led by the Passereau Administration. While relations since have been spotty, most Xsampans still have a favourable view of Kalistan.
As such, when several sources from Istalia confirmed the deaths of the Empress and Emperor of Kalistan due to an accident in the Mad Dog Ocean, there was no shortage of sympathy for the Kalistani people from many Xsampans. Many didn't expect the S Aurousseau Administration to address it, however, a few days, that was thoroughly shot down as Premier Sherab Aurousseau has sent her condolences to the people of Kalistan, and urging solidarity with Kalistan and her people in these difficult times.

We send our deepest condolences for the tragedy that happened. Despite our disagreements, solidarity with Kalistan, her people and House Ananto is critical. We wish to remind not just Kalistan, but House Ananto themselves, that, despite past disagreements, all of Xsampa is in solidarity with Kalistan over this tragedy. Metz-Leonid will be available the moment House Ananto, or the people of Kalistan need anything.
Despite Kalistan being an absolute monarchy, the People's Committee of Information would like to echo the statement by Premier S Aurousseau, and share our sympathy to the people of Kalistan. There is no greater tragedy than losing the people who represent your very nation. All of Xsampa stands in solidarity with Kalistan. Long live Kalistan, long live House Ananto, and May the people of Kalistan know endless joy and prosperity in the future, through these times of grief.

PAX passes the Socialist Education Modernization Act (SEMA); Modernizing educational standards.

Education is the most valuable took, not just for a nation but for the proletariat. In Xsampa, the Xsampan Education System has been something that has constantly been considered alongside the Tsokling, the prize jewel of Xsampan Socialism. Domestically at least. However, like with all things, it inevitably grows stale. Unsuited to modern circumstances. This is where the Socialist Education Modernization Act comes into play. It looks to enact reforms to education up to higher education (as the SHARE Act from 5630s remains largely effective with it's tuition free higher education model for citizens).
So, what does SEMA do? First things first, updating the curriculum. Let's face it. The curriculum has largely been untouched since the days of the Planned Economy almost a century ago. Save for minor tweaks here and there. No more. The SEMA Act will change that. For starters, Economic Literacy will need to be introduced earlier. Instead of being a course students have near the end of schooling, it'll be introduced far earlier. Whether it be learning about co-operative management, civic accounting, Social Enterprises, or general information about how an individual can thrive in Market Socialism, Economic Literacy will be vital. Furthermore, practical skills are needed. Budgeting, first aid, basic maintenance, legal literacy and house management. These skills will be vital to any Xsampan, and the upcoming generation should not be excluded from sharing in prosperity. Alongside this, reexamining the Science Curriculum, looking to place a focus on the Green Energy Sector, and Public Health. Finally, and perhaps most controversially, reforming Political Literacy. For as long as the first Education Reforms occured under the Ladakh Administration in the 5400s, every Xsampan has learned every branch of socialism. From the most reformist to the most vanguardist. However, now, that'll change to include foreign systems. Students will be taught about capitalism (and it's failings), monarchism, social democracy, liberalism (and it's failings), and the various like. The argument is, every student should be knowledgeable on not just socialism, but on the alternatives to socialism.
Next, these reforms look to cover the closing years of a students education, from when they reach the age of voting (16) to ending their Secondary Education career (18). As such, at 16, all students will be given a choice. Two choices. Either they can choose an Academic Pathway, to commit themselves to higher education, or they can choose the Vocational Pathway, which will ensure they're put on track for practical work programs or technical education. The goal is to ensure that all students are not pressured into having a "college or bust" mindset. This also comes with the benefit of ensuring the People's Committee of Educational Liberation can put students in a track for a career that they'll enjoy and thrive in.
These reforms are sure to be vital (albeit with controversial caveats) for the Xsampan Education System.

The Thousand Families Plan; Another effect of the Tsokling's Success's.

Beyond causing a deficit, the Tsokling System does have one other issue. A demographics issue. Sure, it solved poverty wonderfully, and it is a staple of Xsampan Socialism, but it's a situation of suffering from success. Population growth has slowed. And an aging population is rising faster than anticipated. This is where the Thousand Families Plan comes into effect, as if ignored, this can turn from a minor issue to a major one. As such, the People's Committee of Human Development has announced the Thousand Families Plan, a plan which will focus on not only expanding housing drastically, but also encourage population growth through incentives.
So, first things first, what does the Thousand Families Plan do in terms of incentives? Well, it's time to take a look at the New Life Package from Dekyong, and introduce it on a national scale. So what does this mean? Well, new parents can easily sign up for the New Life Package in any city, not just Dekyong to receive a package and, depending on family size, a grant. The package itself will contain the vitals. Formula, diapers, clothes, all the vitals. Even with the Tsokling and even in a socialist system, there is bound to be anxiety over having a child or starting a family. We can't realistically remove every anxiety and make it as easy as snapping your fingers. But we can try. As such, parental leave will be expanded for new parents and Social Enterprises, domestic and foreign will be required to handle expanded parental leave, however, the state will compensate foreign and domestic Social Enterprises for said parental leave. Looping back to that grant, the goal is to help new families thrive and not just exist. Even with the New Life Package, you may not be able to immediately relocate, as such the grant will not only provide the funds for moving (since it is a rather costly endeavor and the goal is to make it easier), as well as priority in the National Housing Exchange for a location.
Speaking of, the Urban Expansion. Housing will be expanded drastically to ensure that every housing unit has a family, happy and thriving. As such, the Xsampan Job Corps will focus on construction of new housing in all Cantons, with Local Committee's and Regional Committee's being given a grant from the Central Government and a quota to expand housing drastically before the end of the century. The goal is to ensure that the National Housing Exchange isn't overwhelmed by demand, both for parents and the average Xsampan.
The goal of the Thousand Families Plan isn't to throw money at people and say figure it out. It's to show Xsampans that the state will step up and provide support whenever possible. And also prevent a future demographics crisis (since immigration reform is a hot potato within Xsampa as we saw during the Passereau Administration and the ISRA failing in PAX and Debate). Whatever the case, the People's Committee of Human Development is certain that this'll see improvements. At the very least, new and more housing for everyone is always a win.

Legal Scholars debate the historic, but never used, New Democracy Act; What exactly is it?

Within PAX, there are a myriad of laws, rejected and accepted, used and discarded. However, one law that legal scholars have debated ever since the first multi party election in 5625, is the New Democracy Act. Passed a handful of years before those elections, the NDA has technically never been evoked. Because it's not a normal law. When Comrade Bhutia was preparing the transition to pluralism, the CPX had considerable concerns over pluralism and whether socialism would be able to survive because of it. While with hindsight, we can say it has survived and thrived, the CPX in 5625 could not say so and so, they drafted the New Democracy Act. But what exactly is the New Democracy Act?
Well, think of it as the break in case of emergency bill. The New Democracy Act was drafted in the event that revisionists were elected and threatened socialism in Xsampa. So what does the NDA do? Well, it's essentially a legal coup in all but name. If invoked, which requires the approval of the Premier, People's Commissar of Revolutionary Defense, and the Custodian, it would allow the Xsampan Democratic Army to temporarily take full authority of the nation, dissolve PAX, temporarily suspend elections, and empower the CPX as the revolutionary vanguard party, essentially restoring a dictatorship of the proletariat. Because of the nature of the NDA and the strict requirements to invoke it, it's obviously never been involved as the Democratic Socialist Experiment has largely been successful. However, it's also been largely ignored in terms of repealing it. Simply on the basis of, why bother when there's more pressing matters?
So, the NDA has largely been debated by legal scholars, both in how it offers a contrast to bourgeois democracies in where rights are derived from, and the ramifications of the NDA. Looping to that first part, most scholars are in agreement that among all democracies in the world, Xsampan democracy is unique in that while it is free, it is not free in a liberal sense. In liberal democracies, rights are a given. Inherent. Foundational. In Xsampa, it is the revolution that grants rights, and so, it is the revolution that comes first. After all, what rights do you have under economic slavery? The socialist revolution is vital to the Xsampan identity. Whatever the case, the NDA has already been a favorite pet topic of legal scholars and legal nerds alike for simply how unique the Act is, and if invoked, what it could do.

Majatra never ceases to be chaotic it seems. Recently, in Selucia, it would appear that the Imperator has elected to begin internment of all Yeudi-Selucians. Such a move has already received condemnation from Kalistan and Lodamun, as obviously, internment is bad. Today, Xsampa has joined the chorus in condemning the internment. Premier Sherab Aurousseau spoken out against the internment of Yeudi-Selucians in Selucia.

I understand the precarious situation. I understand many of us have.. sour opinions over the yeudis due to what they did to Xsampa in the past. However, we're all socialists. We all cherish the Revolution. Oppression anywhere, is oppression everywhere. We must share solidarity with all oppressed people. No matter what. To that end, it goes without saying that Xsampa stands in solidarity with the oppressed Yeudi-Selucians in Selucia. We cannot, in good conscience, engage with a state that so fragrantly disregards human rights. Until the internment ends, we urge solidarity with the oppressed. You don't fire fascism with fascism. Even if there exists a threat, it cannot justify the act of internment.
While there's been no formal relations with Selucia, it's clear that it's a controversial issue on the basis of, why care about Majatra? While our more internationalist comrades are right in that there must be solidarity with oppressed people's all across the country, other comrades are also right in why should we care about Majatra? Whatever the case, the S Aurousseau Administration has made a statement regarding the situation. Whether it'll change anything or not, is yet to be seen as no action beyond condemnation has been done.
