Building a healthy safety net. People's Committee of Health to receive new agencies.

Healthcare is the cornerstone of any society. Xsampan healthcare is no different. However, healthcare doesn't simply boil down to throwing support to hospitals and medical centres. Sure, you can do that but is it really a healthy society at that point? As such, Comrade Aurousseau has looked to expand the People's Committee of Healthcare, and expand its powers and what agencies are beholden to it. The goal is to effectively create a safety net. Instead of resisting poverty, this safety net would resist disease and pestilence. The goal is to ensure that, in the event of an pandemic, there are appropriate ways and resources to counter it and ensure a healthy society. As such, the PCH has been given the power to create new agencies that will have the single goal of creating a healthier nation, and having the necessary resources to ensure that Xsampa is prepared for any event in regards to health.

As such, several new agencies will be created, beholden to the People's Committee of Healthcare. To start off with, the Committee of Emergency Response and Situations. CERS will be responsible for healthcare handling in events of emergencies, and ensure that a plan is provided at all times for any situation, whether it be a pandemic, diaster relief or what not. CERS will be responsible for ensuring that the state is ready to respond in a quick and efficient manner to prevent said diaster from escalating. If the PCH is the brains, then CERS is shield. Ready to take a blow and immediately organize a response.

Next, the Committee of Disease Preparedness. The CDP will have the goal of ensuring appropriate responses to any disease that afflicts Xsampa. Whether it be informed responses, medical expertise, or providing guidelines for the nation to follow in the event of a pandemic, the CDP will be ready and responsible to guide the nation through any disease. Science and facts will be the basis of any response to any pandemic. 

While seemingly small, the creation of these committees will go a long way in ensuring a healthier Xsampa. Yet there is always more. The next committee is the Committee of Sanitary Needs. The CSN will ensure that all houses, public spaces and workplaces are held to the rightful standards that are vital for a healthy developed society. 

Alongside this, the Committee of Dietary Wellbeing and Drug Regulation. The CDWD will ensure that any food sold is held to the standards they need to be, and ensure that medical drugs are kept to high standards.

These various committees will ensure that a healthy Xsampa is maintained and established. Comrade Aurousseau is determined to establish a healthy safety net and a healthy Xsampa. These are but only a handful of reforms that Comrade Aurousseau is bringing to Xsampa. And a healthier society is a win, not just for all Xsampans but for the Proletariat.

Development of Metro Systems; Expanding public transportation across Xsampa.

Everyone hates traffic. It's awful, pollutive, boring and quite frankly, it's torture. As such, solutions are required to prevent future problems. Sure, you can expand the roads to have more lanes. Why don't we create more capitalists to solve capitalism while we're at it? The solution is clear. Public transportation. Specifically underground metros. They avoid traffic and ensure Xsampans get to where they need to be. It's both pragmatic and economical. As such, Metro Systems will be established in major cities with the goal to eventually be a nation wide Metro system. Whether it's possible or not, trying to achieve it will provide benefits for all Xsampan cities irregardless.

As such, efforts will begin at earnest with the support of the Xsampan Job Corp to work on creating metro systems in major cities. Cutting down on traffic will ensure economic goods get to where they need to, emergency services get to where they are needed and generally result in more Xsampans not suffering from the hell that is traffic. Alongside that, it provided ecological benefits and ensures clean air. Now imagine that on a nation wide level instead of just city level. 

Combined with public transportation being entirely free and we can expect many Xsampans to be grateful for new public transportation methods as they commute to work or leisure across cities. These efforts shall focus solely on cities first and foremost. Going on a major campaign to expand public transport is simply not wise. Slow and steady wins the race after all. Once the cities are adequately provided with metro systems and initial results are successful, we can see the expansion towards more rural communities and gradually connect the metro network, akin to the Xsampan Rail Network.

Xsampa sends friendship yaks to Zardugal; Xsampa issues condemnation to Kasaema.

After much paperwork, our comrades in Zardugal can finally have the greatest gift. Friendship yaks. Several in fact. Standing as a commitment to the eternal friendship between Xsampa and Zardugal, this has formally cemented Zardugal as not just an ally of Xsampa, but a friend. As such, we must support our friends when issues arise, and it seems an issue has risen with an ally state. Kundrati. For a considerable amount of time, Kundrati has committed itself to being an ally state, and while it was a capitalist democracy, it was akin to Dundorf, a humane democracy. That idea came crashing down with the election of the far-right. At first, they claimed to be moderates. They opened the door to diplomacy and held a summit that was attended by Xsampa. Evidently we gave too much faith. As it turned out, these "moderates" are nothing more than fascists. The People's Committee of Foreign Affairs has released a statement on Kundrati.

It is recognized that every nation has the right to do as it pleases. However, that right falters when a nation commits itself to tyranny, oppression, and autocracy. Kundrati has had the right to govern itself however it seems fit. It has had the right to elect whoever they please. The election of the far-right has signaled that things have changed. Until a sensible authority is restored, one that is not hostile to allied states such as Zardugal, Metz-Leonid will recall diplomats from Kasaema. While there is a chance for a sensible administration to come into office, that is unlikely, even with the long standing friendship. As it stands, Kundrati under its current administration cannot, with any moral fiber be considered a state worthy of praise. Whether it be wrongfully imprisoning innocents, threatening allies such as Zardugal or enacting what amounts to prison slavery, none of these qualities can be deemed praise worthy, or something to be found in Xsampan allies. Until a sensible administration is returned to office and these "reforms" are reversed, Xsampa shall refuse to interact with Kundrati in a positive manner. Metz-Leonid does not negotiate, or tolerate fascism.

As such, Kundrati is no longer an allied state. At least until the far-right are removed if that ever occurs. Diplomats will be recalled from Kundrati and Kundratijian diplomats in Kundrati will be allowed to stay, but under surveillance from the ISC. To ensure no threats to the well-being of the proletariat. Current Kundratijian citizens in Xsampa will be allowed to stay, and travel to Kundrati will be limited if not blocked entirely. Fascism will be countered and opposed wherever it can.

Relations with Alduria restored; The restoration of Proletarian Cooperation?

It would seem that the esteemed government of Alduria has chosen to restore relations with Xsampa. After abruptly cutting relations off and engaging in anti-communist rhetoric, many wrote off Alduria as yet another nation beholden to reaction. Yet that has changed. With socialists winning elections and marking a pivot left ward, relations have been restored. Despite coming from a bourgeois autocracy, the fact the Canrille Union accepted Alduria must mean something good remained and it seems that idea is proven true. With embassies being reopened in Saint-Michel-Vigele, and Metz-Leonid respectively. 

Despite Alduria embracing the workers, there are still skeptics understandably, and a slow approach will be taken to fixing relations to the way they were prior. Irregardless, this has restored the status of cordial relations with all members states of Canrille. As such, the humanitarian friendship endures, stronger than ever. Yet this shows that no matter where, no matter the tyranny, the workers revolution can prevail and the Proletariat can free themselves. It also shows that the Proletariat will forever have an ally with other Proletarian states.

Despite the restoration of relations, the friendship yaks have been revoked and are currently being sent home. Alduria may be friendly once again, but skepticism is prevalent. Perhaps they shall return in due time, but for now they are returning home.

Comrades! Kundrati finds itself ablaze. Days ago, brave anti-fascists have organized a counter government to resist fascist tyranny from the Legion. As it stands, Kundrati finds itself in civil war. We cannot sit idle and let the plague of fascism destroy Kundrati. As such, the Democratic Republic of Xsampa will formally recognize the Unionist Breakaways as the sole legitimate government of Kundrati. The fascist Legionaries are nothing more than treasonous traitors to Kundrati.  But mere recognition and words don't win rights or battles. We must support their righteous crusade against fascism. Any aid, be it medical equipment or military equipment will be sent where possible. Alongside this, we ask for brave volunteers to join in this righteous war against fascism.

Any volunteers ready to fight fascism and help our comrades will be shipped off at earnest. We urge other nations to join in this crusade against the plague that is fascism. Never can it be allowed to ruin nations. Whether it be only Xsampa committed to supporting our Kundratijian comrades or an international brigade, fascism must be opposed in every direction, in every way. The coming years will be tough and cruel to Kundrati, but they will be survivable, and Kundrati will prevail free. Xsampa stands in solidarity with our comrades fighting for freedom. Kundrati will not stand alone in the fight against fascism.

While it will take considerable time for Xsampan support to arrive due to the distance, we can only hope our comrades in Kundrati can stand and endure until then. Other nations must take up the mantle and support the Breakaways in fighting fascism. For now, Xsampa will send whatever aid it can towards the Breakaways.

Cementing Market Socialism; Continuing the transition and strengthening it.

The transition towards Market Socialism has so far continued without major disruption but it has been slow. Comrade Aurousseau has looked to begin ramping up efforts to cement Market Socialism in Xsampa. As it stands, worker cooperatives have been allowed to have profit incentives (although strong encouragement is given for the betterment of the community via profit then personal gain), and have been allowed to compete with one another. Fundamentally, this has put Xsampa into a market economy where the ideas of supply and demand are in fruition. Unlike capitalist economies however, the goal is not solely profit and the economy is owned by the proletariat. Hence market socialism.

However, the transition has been slow. While this is good as it prevents capitalism from leaking into the nation, it begs the question of, "is this even worth it or is it better to stay with the planned economy?". The answer is, yes. It is worth the transition. Slow and steady they say, wins the race. Unlike capitalist nations, there is no need for infinite growth. Growth that doesn't end. An economy isn't a cancer cell that requires infinite growth. It is to meet the needs of the people and nothing else. The Xsampan economy is no different. It must be molded to meet the needs of a people that is ever-changing. So how can the transition to Market Socialism be supported? 

By encouraging it. Unlike a planned economy where the state will control the economy, the workers will own the economy directly. As such, we must encourage new workers cooperatives to exercise this independence. Major cities such as Metz-Leonid or Gramdkarpo have found themselves successfully enjoying the benefits of Market Socialism, and the aspects of supply and demand. But the issue is the transition for rural communities and this is where encouragement is needed. As the transition is slower, it is on the cities to support rural communities. As every worker cooperative is democratic operated, every worker is entitled to the fruits of their labour, and determines how the workplace is managed, exploitation is unlikely to occur under Market Socialism.

While reactionaries wearing red may scoff at our developments and decry us as revisionists and capitalists, ask them which one is implementing their ideas? Silence is what you'll get. Xsampan Socialism is not to fit a checkbox from someone. It is to benefit the people of Xsampa first and foremost. And as it stands, Market Socialism is set to benefit the people of Xsampa. Market Socialism will bring about a new era for Xsampans. Diversity in grocery stores, and consumer goods, development on the basis of mutual aid and a more democratic economy.

Ever since the Rapa Pile Crisis, Xsampa has firmly positioned itself against Vascania. Yet as Vascania retreated into a slumber, Comrade Aurousseau's plans for repairing diplomatic relations with hostile nations via the Sunshine Policy has seen the question of if relations can be restored with Vascania. After the recent Vascanian Sea Crisis, it is clear that keeping Vascania as a hostile state is no longer feasible. As such, Comrade Aurousseau has looked to extend an olive branch to Vascania and restore relations. Whether it be basic diplomatic channels or even cooperation, Comrade Aurousseau has been strongly supportive of it. 

As it stands, no diplomatic channels have been maintained ever since the annexation of Rapa Pile and with an olive branch being extended, it's likely that Rapa Pile could be an asset in relations as formally, no nation has recognized the annexation. But other alternatives exist to please Vascania and establish good relations, and the main goal is to ensure that Xsampa cannot be locked into the Sovereign Sea yet again. However, it requires a friendly Vascania and efforts must be made to achieve that.

There is general optimism in Metz-Leonid that the olive branch will be accepted as Xsampa has signaled that it is open to readjust it's current stance on the Vascanian Empire and such. Of course, it doesn't mean the offer will be accepted, but the chance for it to be accepted is likely. Whether anything tangible comes out of the detente however is in the air.

Xsampa recognizes Vascanian ownership of Rapa Pile; Non-aggression Pact signed as Metz-Leonid and Kamalata open relations.

For the first time in a long time, relations with Vascania have been restored. After a tumultuous period of relations due to the Rapa Pile Crisis, relations promptly plummeted and any access to the Red Bass Ocean, or really the wider world via the Rapa Strait was closed off indefinitely. At first, this wasn't much of an issue. The Vascanian Sea remained open. Then the base came up. While the base is gone, it effectively locked Xsampa in and Comrade Aurousseau has looked to prevent this from ever happening again. And that is where the Sunshine Policy comes in.

After a few weeks of negotiations, a deal was made as both Xsampa and Vascania were willing to negotiate in good faith. The deal is as follows.

- The Democratic Republic of Xsampa will formally recognize Vascanian claims, and the annexation of Rapa Pile.
- A mutual non-aggression pact will be signed between the Democratic Republic of Xsampa and the Vascanian Empire.
- Diplomatic channels between the Democratic Republic of Xsampa and the Vascanian Empire will be maintained indefinitely.
- Xsampan ships will be allowed to pass through the Rapa Strait.

As such, Xsampa has formally recognized Rapa Pile as rightfully Vascanian territory and it is encouraged that our comrades abroad do the same. With a mutual non-aggression pact signed, this will ensure that Vascania and Xsampa do not clash in any event, and that the Sovereign Sea is kept peaceful. But the biggest prize out of these negotiations is allowing Xsampan ships to pass through the Rapa Strait, ensuring that a base repeat cannot occur. 

And with diplomatic channels being maintained between Metz-Leonid and Kamalata, it is likely that relations can be further improved and the security of the Eastern World can be improved. Irregardless, the Sunshine Policy has shown success in turning enemies into allies for a better future for not just the Eastern World but for Xsampa itself as a threat is removed and turned cordial.
