Comrades, the menace to world peace that is Beitenyu continues it's efforts to undermine peace efforts in the Eastern World.  They have chosen to maintain a fleet near the Red Bass Ocean. This is undeniably a threat to not only peace in the world but the mutual prosperity of the Eastern World. As such, the XDAN will be mobilized. With negotiations in Vascania allowing Xsampa to pass through the Rapa Straits, we now have the means to deter Beitenyu and counter their influence. With the XDAN moving to counter the Yeudi fleets, we have the means to resist Yeudi Fascism.

As per usual, to not break the Last Resort Doctrine, XDAN fleets are instructed to not fire unless fired upon but have been encouraged to do whatever means possible to force the Yeudi fleets to retreat. The goal is to ensure that Yeudi imperialism can no longer threaten the Eastern World and that their influence is reduced.

A small portion of the XDAN will be deployed, both to ensure reserved are kept and that Sovereign Sea patrols are maintained. This will however ensure that the small portion is able to focus entirely on Beitenyu and counter. Opponents may call this effort harassment but it is clear that this is not harassment, it is to counter foreign imperialism. While they will be far from home, rotations will be used with reserves to ensure a constant effort is maintained on combating the influence of Beitenyu in the Eastern World.

Addressing the recent "situation" with the Beitenyu fleets; Demands to be sent to Yishelem as reparations.

Comrades! Our fleets heading towards the Red Bass Ocean were able to arrive and identity the Yeudi fleet. However, we expected the Yeudi fleet to simply retreat as they did in the 20s after seeing opposition. Evidently, we were wrong. Due to an incident in where shots were fired and exchanged, there was effectively a firefight. While our forces were triumphant, a retreat was necessary to reassess the situation. As it stands, it is easy to blame Beitenyu. While an investigation is ongoing into what exactly caused the exchange, it is clear that Beitenyu most likely started the situation.

To that end, 2 things are to be done. One, reserves from the Sovereign Sea will be moved to assist. Not too much that amounts to a war fleet, but enough to replace what was lost. Second. A list of demands will be sent to Yishelem. As reparations for the incident. Should they not be accepted, it will show Yishelem for the aggressive imperialists they are and more resources will need to be used to counter Beitenyu.

1. Publicly apologize for openly and brazenly attacking.
2. Agree to withdraw from the Eastern World.
3. Pay reparations for damages.
4. Handover all related personal responsible for the skirmish to face trial in Xsampa.

These requests will ensure a safe Eastern World, and ensure proper justice for those hurt and lost. It is hoped that Beitenyu admits to justice but in any case, the current fleet will be reinforced to compensate for loses and damages. Justice will occur. The Last Resort Doctrine will do what it can to prevent an all out war whilst the XDAN moves to reinforce and defend our comrades. In any case, the fascists in Beitenyu will be forced to pay reparations for their crimes, or admit a disregard for peace.

Opening the door for diplomacy with Luthori; Relations with Fort William properly established.

Recently, the Sunshine Policy has presented a number of diplomatic options and when tried, it has shown success. However no one in Xsampa could have reasonably anticipated an offer for diplomacy from Luthori. Since the 5400s, Luthori was promptly a hostile nation, no better than fascists for engaging in imperialism. This would remain until Prince Charles visited Xsampa and openly apologized for the sin of colonialism. After this, relations remained inconclusive as they were no longer hostile, but they weren't cordial either. Now however, a proper answer is available.

As relations between Fort William and Metz-Leonid open up, this marks a major turning point and highlights how important the Sunshine Policy will be as it's been able to turn opinions in Luthori. With mutual embassies to be set up and diplomatic channels opening up, the question of cooperation has been floated around in the Supreme Council and the Central Committee. At the moment, what is most likely is basic trade, expanding diplomatic channels and solidifying cordial relations. While economic cooperation is possible, the climate for it is unlikely due to the prior animosity.

In any case, the approach by Luthori to establish mutual relations has been appreciated in Metz-Leonid. The possibility of a state visit is on the table as well, but for now mutual embassies and basic diplomatic channels are likely to do. Where Xsampan-Luthorian relations go from here is anyone's guess but it's likely to go up.

Cat Cafes appear in Metz-Leonid; The fruits of Market Socialism are starting to appear

Most people love cats. Everyone hates homelessness. So what do people think about homeless cats? It's a tragedy. While there are many families willing to take in cats and provide them with a loving home, not every cat has that opportunity. And it seems one worker's co-op in Metz-Leonid has looked to take a unique approach to it. With Market Socialism allowing worker co-ops to adhere to supply and demand, this has led to new fads in Xsampa and diversity. This worker co-op in particular has looked to combine the cuteness of cats, and the comforts of a cafe to create Xsampa's first Cat Cafe.

Combining the comfort and calm yet social nature of cafes and adding the benefits of housing and feeding cats, Cats Cafes are a rather unorthodox but much welcomed development by many Xsampans. It allows Xsampans to see cats, care for them and enjoy what the cafe has to offer at the same time. With many Xsampans seemingly attracted by this new fad, many other Cafes in Xsampa, but especially Metz-Leonid have looked to follow suite with their own spin, providing Xsampans with more cat cafes and providing cats with shelter and loved.

With even the Local Committee of Metz-Leonid endorsing the ingenuity and creativity of cat cafes and the worker co-op responsible for trying the idea, this fad has taken Xsampa by storm, with other Cafes experimenting with other possibilities. As cats receive care, and Xsampans get to enjoy seeing happy healthy cats and enjoy a social life, most are in agreement that there are many benefits. While the welfare of the cats is put into question, it is likely that cafes that neglect or have poor welfare for cats will not likely last long due to regulations or supply and demand. Irregardless of that, the fruits of Market Socialism are starting to appeal as worker co-ops are encouraged to embrace ingenuity and creativity to better their local communities as seen in Metz-Leonid. Despite what proponents of the Planned Economy would say, you would be lying to yourself if you said this was possible under the planned system. 

Xsampans get the benefits of a diverse creative local economy whilst ensuring they are not exploited and participate in a democratic economy. As cat cafes provide many benefits, more fads are likely to sweep Xsampa as the aspect of supply and demand kick in alongside creativity.

A response to the recent incident in Baeguk; The barbarism of Beitenyu knows no bounds.

It would appear that Beitenyu has no standards. In an incident that has resulted in an injured Xsampan, and the expulsion of dignitaries, the world has seen what Xsampa has known from the start. Beitenyu is committed to the disruption of peace, whether on a small scale or large scale. This incident in Baeguk has caused great disturbance to our comrades, and even resulted in the injury of one of our very own dignitaries. To that end, the People's Committee of Foreign Affairs has released a brief statement on the issue.

It is recognized that Baeguk reserves every right to expel dignitaries as they please. It is unfortunate that such an incident occured, but it is insulting that the incident started to begin with. Xsampa maintains that this incident could've been prevented had Beitenyu ensured common courtesy in their foreign dignitaries. Had Beitenyu done more to ensure that, such an incident would never have occured and both nations would be spared an embarrassment. Most importantly, a Xsampan would not be injured, an official diplomat no less.

While it can be argued that Beitenyu should apologize for yet another incident that they have caused, it's clear that Beitenyu is incapable of acting as a responsible member of the international community. If they can't even maintain themselves in the same room as Xsampa, how can they possibly be trusted to manage the affairs of continents? Let alone other countries. A new dignitary will be prepared for reassignment to Baeguk as the former one undergoes medical care, but it's clear that Beitenyu can no longer be trusted to act in accordance with international norms.

Reforming the Supreme Council; Creating a better Xsampan legislature.

The Supreme Council has long been responsible for passing laws in Xsampa. Yet it always has been overshadowed by the General-Secretary. Past reforms gave the Supreme Council the capacity and means to impeach a General-Secretary and elect one but never beyond that. Comrade Aurousseau has looked to empower the Supreme Council. As it stands, worker councils during election year (or in the event of a resignation or incapacitation) vote for a candidate the CPX or an independent should that worker council feel the CPX candidate is inadequate. However such a system has had some complications on a Canton and national level and it seems Comrade Aurousseau is looking to remedy that.

As such, worker councils will be responsible for electing representatives to their Local Committee (for foreign readers, this equates to city council). However for Cantons, the representatives will be voted upon by Local Committee's within that Canton. Each representative elected from said Canton will then be assigned a seat in the Supreme Council, and have a say there. By empowering Local Committee's, this will help ensure that a representative represents all in their Canton, not just a specific city or worker's council.

Alongside this, the Supreme Council will have the power to determine Commissars of a People's Committee. These efforts will ideally reduce bureaucracy and strengthen the Supreme Council to safeguard the Proletarian Revolution from any potential threats. By empowering the Supreme Council, a proper balance of power can be maintained and ensure a healthy government relationship between the executive and legislature.
