Efforts beginning on the MagLev Project; Construction of MagLev facilities begin.

With help from our comrades in Kalistan, many doors have been opened. The biggest door opened however, has been MagLev Trains. Such trains would drastically cut travel times, benefiting quality of life and provide minor economic benefits. The only hard part is getting there. Fortunately Kalistan has provided schematics on producing the necessary parts. The most necessary part is obviously the train. As such, the Delacroix Administration has begun working with the XJC and the People's Committee of Economic Management has begun working with Local Committees on establishing a MagLev production train.

The construction of the facility will provide jobs via the Xsampan Job Corps, but the main benefit is the jobs that the facility itself will provide. Not only will it encourage development in the city of Chenpozhing, in the Canton of Rlabschenzhing, but it will provide high quality, good paying jobs for local Xsampans. And as trickle up economics has shown, supporting local economies pays off. Besides economic benefits however, the real bread and butter of this effort will be the trains themselves. They'll cut travel times in half! While at the moment, there is no date given by the People's Committee of Economic Management for when the MagLevs will be connected to the Xsampan Rail Network when constructed, what has been shared has been by the Sub-Committee of Rail Management, saying that when the MagLevs are produced, they will be limited to two cities and be on a separate line to act as a test pilot run. Should the results be successful, they will be connected to the main network and all Xsampans can enjoy the MagLevs.

The Maglev Project will take time, but it will be worth doing. Yet, many Xsampans are left asking themselves. Why do foreigners reject Kalistani aid and development methods? They are the only nation to have MagLevs in high functional capacity, and yet no other nation has bothered to approach them. Perhaps it doesn't matter. Perhaps Xsampa can enjoy Kalistani help in this. What matters is that efforts towards the construction of MagLev trains will be a worthy effort. For a better life for all Xsampans! For the betterment of the economy! For the success of Socialism in development and ecology!

Sharing Prosperity and building a better Dovani; Creation of the Dovani Development Fund

The times are changing. In the past, Dovani was shackled. Enslaved. Exploited. The chains of slavery and colonialism left but the scars did not. Division, neo-colonialism, and poverty plague Dovani. Like a never ending parasite. As the world continued on, entering chaos after chaos, Dovani remained silent. The War of Lost Souls however showed an alternative vision for Dovani. One where Dovani can resist imperialism from exploitation. But the Red Bass War showed that Dovani is capable. Not just of lucky shots or small victories, but smashing the chains of exploitation. A united prosperous Dovani has shown itself to be achievable. But like all things, there are mountains in the way. Poverty, division, violence. From Utaristan to Yerrawa, from Kimlien to Novani. 

It's time to say no more to this. While the Artanians battle amongst themselves yet again in another war, determined to ruin many lives, they fail in their basic duties. Maintaining peace, and preventing the rise of fascism. Its clear that a new direction is needed for Dovani. No more hegemons from across the world. It's time for Dovani to stand as one. Free of fascism, exploitation, and poverty.

That is why on this Unification Day, it has been announced by Comrade Delacroix that the Dovani Development Fund (DDF) will be created. Each and every Dovani nation will be eligible for it. The DDF will act as a successor to the REPAIR Fund of old, but aimed at the continent. Each nation will have access to the DDF. No interest, no loans. No debt. They can use this money for development. Roads, railways, ports, hospitals, schools, you name it, we'll fund it. The only requirement for the DDF is being apart of Dovani. Our fellow Dovanians are not asked to contribute, nor should they expect a catch. The only thing they should know is that Xsampa stands in solidarity with them in fighting poverty, sharing prosperity and resisting foreign exploitation!

Funding of the DDF will take part in excess budget expenses, a solidarity tax on Social Enterprises (applied to foreign companies as well), and while it will be hefty, it will be worth it. Not for our prestige, not for power, but because it is right. The DDF will be an ambitious project, but like the Lourennais before us, we must share our prosperity with Dovani. After all, if we don't, are we no better than the Artanians? Who let poverty run amok? Who let fascism run amok? Who engage in wars? We must show the world that a new direction is viable. The Eastern Direction. But it requires we assist Dovani, and unite.

Phase 2 of Socialism For Silicon; SILITEK created as the Silicon Industry continues to receive modernizations and support.

The Socialism for Silicon initiative has been successful so far with its first phase. It's modernized the industry and put the industry back into where it should be, a major player in the economy. However, the SocSil Initiative does not stop there. Phase 2 has finally begun, focusing not on raw production but refining silicon. As such, a strong focus will be placed on expanding the Xsampan Silicon Valley's refining capacities, particularly on producing silicon goods such as solar panels and ideally even semiconductors.

The first aspect is an effort on achieving solar sovereignty. This will not only benefit the Red-Green Revolution via reducing our reliance on foreign imports but also ensure that we have solar panels on demand for domestic usage. Plus it has the added benefit of providing high quality jobs, and allowing us to export solar panels. By ensuring we can domestically produce solar panels on a mass scale level, this means we can divert attention away from solely the power grid. Essentially, this means we can allow solar panels to be used elsewhere. Rural clinics, transit stations, public buildings. This not only helps the Red-Green Revolution, but it ensures clean energy is taken seriously everywhere.

But phase 2 doesn't stop there. Phase 2 presents SILITEK. Or, the Socialist Institute for Logic, Information, Technology, Energy and Knowledge. SILITEK will essentially be a national research and development centre, focused particularly on silicon photonic research, potential biodegradable goods, microchip efficiency, and more. SILITEK will partner with universities across the country, and independent research worker cooperatives. The goal of SILITEK is to ensure that silicon production is used to the best of its ability for the best of Xsampa. 

Alongside this, phase 2 includes a Silicon For Students effort. While it does sound like we're giving raw silicon to our students, we can assure you that it isn't that Comrades. Instead, it is domestic production of school computers, laptops, and tablets to ensure full digitalization support in schools. 

This effort will likely be the final phase, however the Delacroix Administration has not denied the possibility of these mass modernization programs being applied to other key industries such as the Sulfur Industry, Textile Industry and the Diamond Industry.

PAX debates the West Dovani Union; A possibility for Pan-Dovanism?

Pan-Dovanism. It's a movement with a confusing history to say the least. Ever since the days of the Golden Trio Pact, Xsampa has been no stranger to the movement. And one of the best cases of Pan-Dovanism has been the West Dovani Union. For obvious reasons, Xsampa has never approached it. After all, why would a communist state approach a bourgeois institution? Especially when Xsampa isn't western Dovanian. However, ever since the 90s, there has been a stronger push for Pan-Dovanism and its culminated in Comrade Murielle Drakthonpa pushing the idea into PAX with a proposal to apply to join the WDU. However, such a move hasn't been without criticism. Critics have argued that the WDU may demand liberalism dressed in red for the economy, or that it's a waste of time due to geography. Others argued that it's too bourgeois of an institution. The biggest voices of opposition have actually come from Comrade Drakthonpa's own coalition. While he is a communist, his coalition partners in the Social Workers Party has found strong opposition to joining the WDU. Arguing that it'll demand the erasure of socialism and force capitalist culture onto Xsampa, most Social Workerites have opposed it. With the CPX itself not having much of a proper position and the EPP strongly supporting the move, the Red Lotus Coalition is evenly split on the measure. Comrade Delacroix has not given any support, nor opposition to the concept of joining the WDU, instead stating that "If PAX passes the bill, I will sign it into law and send our application to West Dovani". 

Other parties, especially those not in government have made their opinions loud, with the FLP joining the Social Workerites in opposing membership, arguing that it'll force the agrarian Proletariat to be ignored in favour of urban areas and enact neo-liberalism. The Socialist Labour Party and the Democratic Progressive Party have found themselves united in supporting the move to join the WDU, arguing that it'll show that Xsampa is serious about sharing prosperity with Dovani, serious about peace and cooperation, and show that a communist state like Xsampa can diplomatically engage with the rest of Dovani in a proper committed friendship.

So far, the proposal has not been confirmed for voting and remains in debates but if brought to the floor, it would narrowly fail by some 20 votes. At least, not accounting for abstaining votes. Should Xsampa join the WDU however, it would require the WDU to shake itself up a bit and readjust to properly handle Xsampa due to, one, the geography (it's no longer just West Dovani if it includes Xsampa) and two, clarify on economic matters (to ensure Xsampa doesn't lose its socialism and ensure the Union remains equal). But if all goes well, and Xsampa does somehow join the WDU, then we could expect various benefits such as free travel with the biggest economies in West Dovani, a victory for Pan-Dovanism which can act as a basis point for further Pan-Dovani thought, and it can also benefit communist and socialist parties in the WDU as they'd be able to point to us and say, "see, we can be reasonable too". But of course, this depends on if such a bill can even pass PAX, let alone be put on the floor to vote for.

The Lion and the Yak Pact; Closer ties with Egelion for a brighter future.

The times are changing Comrades. As Dovani looks to gather itself, we must not forget that other continents exist, and nations that share similar ideals. One of these nations is Egelion. Sharing the ideals of humanism, progressivism and a commitment to welfare, it has come to no surprise that our nation has gotten close to Egelion. It started off with cultural exchange, mutual embassies, attending the Altea Conference and a fair trade agreement. However, it's ascended towards a new direction. A commitment. The Lion-Yak Pact.

This Pact will see closer cooperation on economy matters, cultural matters, diplomatic matters, and ideology. While Egelion won't march forward to socialism and we won't march forward to monarchism, we both share a commitment to the well-being of the people. With Artania and the old powers proving themselves to be incapable of preserving peace and prosperity, it's become clear that new alternatives are going to be needed for the world. 

With close ties being established, we can expect both the Egelian language to be offered more in schools, Egelian companies (that adhere to socialist regulations) become more common in Xsampan markets, and Egelian culture being shared. But we can also expect the same for Egelion. While we can't say for certain on the language, we can be confident for the rest. In any case, the friendship between Xsampa and Egelion is only the beginning of a prosperous future between our two nations! We wish our royal comrades up north the best as this new relationship deepens!

One of the biggest anticipations of the year has been the rumours circulating around over a potential movie regarding the Bargas Chenpo. While foreign media looks to focus on the Red Bass War, no one has considered discussing the Bargas Chenpo. And it's for understandable reasons. It's a traumatic event for Xsampa. With controversy surrounding the looming movie for the Red Bass War over the lack of Xsampan actors, it isn't hard to imagine how much controversy a movie about the Bargas Chenpo would raise, regardless of if it's domestic or foreign. So when the rumours began circulating and when Comrade Paljor Nepali confirmed that she would be directing a movie about the Bargas Chenpo, it came to no shock that concerns were raised quickly. And with a teaser being released, criticism and praise has come about in equal amounts.

Criticism has largely come from those who feel it's disrespectful. The Bargas Chenpo destroyed Metz-Leonid, did catastrophic environmental damage, and killed many Xsampans. It's not a topic worth looking at in a positive light. And with the teaser implying some monster film, the criticism has shifted to it being a mockery of the Bargas Chenpo, and those who died. On the contrary however, praise has come for it's boldness. There are those who think we need to discuss the Bargas Chenpo more. Others believe that The Long Ash will not mock the Bargas Chenpo, but show the grief Xsampans felt to the world. Or show the consequences of the Bargas Chenpo. But the biggest aspect of the teaser that has grabbed attention is the line, "God Help Us". It's rare for religion to be brought up in Xsampa. It's kept far away from the government, and usually isn't mentioned often in public life due to past state enforced atheism. But even this line has drawn criticism and praise. Critics worry that it'll bring religion back to the forefront and threaten the status quo akin to the West and how religion influences society. Others, especially our more religious comrades worry that such a move would mock religion. Others praise it however for its boldness. For its sheer rawness.

Whatever the case, The Long Ash is certainly shaping up to be controversial. While no release date has been given yet, and it's another question entirely if The Long Ash will air abroad, there is anticipation for the movie. If it botches this opportunity, then it's clear that movies about the Bargas Chenpo should never be done. But if it succeeds, then who knows? Maybe Xsampa can share the grief it's felt with the world through art and cinema.

Xsampa accepts Nisrad Surrender; The end of the Red Bass War.

Comrades. It's been an interesting time to say the least. And you read the title correctly. Beitenyu, or what remnants of it that exist have offered a surrender. While the Red Bass War did technically end in 5599 by December, legally, the war never ended. No surrender, no peace treaty. Many assumed it would never end. No fighting occured but legally it raged on. But now? The city states of Beitenyu have offered a full unconditional surrender. And it is up to us to accept it or not. 

Despite grievances, despite demands for revenge, Comrade Delacroix has announced that Xsampa will accept the surrender. However, Comrade Delacroix has laid out some terms in a press conference regarding it.

Comrades,

I know many of you have strong feelings about the city states. I know some of you want revenge. Retribution. I know some of you simply want to close this page of history. And that is what we are going to do. Close this tragic page of history. We won't ever forget the tragedy that was the Red Bass War, or the crime that was the Bargas Chenpo. But we won't let hatred consume us. That is why we are accepting the surrender. However, this does not mean that we can simply sweep what has happened under the rug. To that end, we are giving out these requests. Reparations, an apology in Metz-Leonid, and a permanent non-aggression pact. Should these be accepted, we will gladly walk forward in securing peace for the future.

There demands have been given out. Reparations for the damages, lives lost, economic cost and environmental damage. While no exact specifics have been given out yet on the exact amount of reparations, it's likely that should the offer be accepted, those specifics will be ironed out in the treaty. Alongside that, an apology. This is a no brainer. It won't undo the damage. But it will be a step in the right direction. Many are expecting the apology to take place not in PAX, but at the Memorial to the Victims of Nuclear War. It would not only be symbolic, but it would show that the apology is genuine. And finally, a permanent non-aggression pact. War hurts the proletariat, and for peace to be secured, a permanent non-aggression pact with all city states seems ideal. It will ensure peace and guarantee that another Red Bass War may never again occur.

On a more personal note comrades, we can say that Comrade Delacroix is in some ways, a spiritual successor to Comrade Aurousseau. At least with ending hostile relationships. But, approval ratings have only skyrocketed for the CPX and Comrade Delacroix across the country and pacifist groups are applauding the move. In PAX itself, it's been largely unanimous in approval. Besides a few Assembly members criticizing the move, no party has officially challenged the move. In any case, we can only hope that the city states accept our request, and we can move towards peace.

MagLevs remain something of immense excitement for May Xsampans. It would be a major upgrade for the Xsampan Rail Network and with the Maglev Project continuing on, more news has come. With facilities in operational capacity, efforts have begun at actually producing the trains themselves. While no concrete date has been given out yet, this gives flexibility for engineers to ensure that the MagLevs don't just crumble immediately when sent out and ensure that they are safe, high quality, and ready for public usage. 

Alongside this, a focus has been made on preparing for the first trial run. The first step is beginning a survey to make sure that this trial run is actually possible. We don't need it occuring in the middle of nowhere where no one benefits. We also don't need it on the side of a mountain. As such, this survey will focus on if energy requirements can be met, if the project can meet ecological laws, and will require plenty of cooperation with Local Committees. Besides that, the tracks themselves will need to be produced. Fortunately this is where domestic industry can shine (such as the Silicon for Socialism Initiative) and we can ensure domestic production of necessary MagLev tracks. 

While progress is slow, Xsampans are no stranger to slow and steady progress. The MagLevs will be well worth the wait, and it's better to be slow and safe than risk having an accident occur with the MagLevs. So for now, the survey will go on, efforts will begin at producing tracks, and the trains themselves will begin production. We expect our engineers to be hard at work, and we are confident in them. Once the survey is complete, then it's likely that we will see the Sub-Committee of Rail Management open the door for discussion on where to start the trial run. Until then, we continue working for a better future.
